  • Addressing Food Insecurity

    Food access remains one of the most urgent challenges facing the community. In Rockford, more than 1 in 5 residents struggle with food insecurity, and some neighborhoods lack access to fresh, affordable groceries. 


    Alderman Bell is taking action by:


    Supporting the Food Insecurity Task Force and community-wide hunger initiatives


    Expanding access through mobile grocery programs and pantry partnerships


    Bringing community-driven solutions like farmers markets and local food distribution efforts to the ward


    Advocating for grocery store development in underserved areas

  • Investing in Infrastructure

    For the first time in our city's history, the 13th Ward is receiving a truly transformational level of investment. 


    Through Rockford's 2026-2030 Capital Improvement Plan, more than $65 million will be invested directly into our neighborhoods over the next five years as part of a record $385 million citywide infrastructure plan.


    This investment will touch every corner of the ward -from neighborhood streets and sidewalks to stormwater systems, water infrastructure, and major corridor improvements. 


    It's about fixing roads that have been neglected for decades, creating safer pathways for our children to walk to school, and laying the foundation for new housing and economic development opportunities.

  • Senior Empowerment

    Seniors are the backbone of the community, and Alderman Bell is committed to ensuring they are supported, connected, and respected.


    Advocating for accessible housing and neighborhood improvements that allow seniors to age in place


    Expanding access to resources, health services, and community programming


    Hosting events and engagement opportunities that keep seniors connected


    Working with partners to improve quality of life and reduce isolation

    For the first time, the 13th Ward is launching a dedicated Business Association in Summer 2026-bringing together local entrepreneurs, small businesses, and stakeholders to build a stronger, more connected commercial corridor.


    This effort is about more than just meetings-it's about creating real support and opportunity for businesses on the West Side.
